We have intentionally abstained from
sending to the Treas. the Est. of H.Kong for the
current financial year until we could screw out of
them some sort of interpretation of the promise
of a "substantial contribution ". For two
reasons
(1) we
want to give no support to tht idea that
the contribution is a Grant-in-Aid, entailing the
usual control of the Treasury over the finances of
the Colony which would be highly embarrassing
and disadvantageous in H.Kong
(2) we w anted to get out of them a contribution
based on
the actual loss of opium revenue, without
undue regard to the sacrifices imposed efforts
being made by the Colony to raise additional revenue
to meet necessary increases of expenditure, apart
from the loss of opium revenue.
The offer of £9,000 approaches sufficiently near-
ly to our request for one half of the direct loss
on opium to justify our policy at least, I
think so on the whole.
